id="Span1">Jacky Rowland, Al Jazeera&#8217;s correspondent in Jerusalem, reported on Sunday: &#8220;This is an issue where Netanyahu is really coming under pressure from strong forces both inside and outside the country.&#8221;</span></p><p>The US, a major Israeli ally keen to re-start the Middle East peace process, wants Tel Aviv to stop the settlement activity as a pre-condition to peace talks with the Palestinians.</p><p>However, speaking at the beginning of the weekly cabinet meeting in Jerusalem on Sunday, Uzi Landau, the Israeli minister of national infrastructure, from the Yisrael Beiteinu party said he could not see &#8220;any reason to stop construction neither in Tel-Aviv, nor in Jerusalem, nor in Judea and Samaria&#8221;.</p><p><strong>&#8216;Reducing construction&#8217;</strong></p><p>Netanyahu did not address the settlement issue in his remarks broadcast from the Israeli cabinet meeting, preferring to use language that might appeal to both the left and right wings of his government.</p><p>&#8220;The  type of language we are hearing at the moment is &#8216;reducing the scale&#8217; of construction in the settlements, which does seem to be a kind of halfway house which may end up not pleasing anyone,&#8221; Rowland reported.</p><p>&#8220;Netanyahu is really facing irreconcilable demands on the one hand for a setlement freeze, a demand pushed by the US and the EU, but on the other hand equally strong opposition to any freeze from within the cabinet.&#8221;</p><table

id="Span1"> The Israeli and US positions are also unlikely to satisfy Palestinian demands.Speaking while on a visit to Cairo, the Egyptian capital, Khaled Meshaal, the political chief of the Hamas faction, said: &#8220;In terms of normalisation and the freezing of settlements, we warn against any hasty decision on the part of the Arabs in terms of what Obama and Israel are proposing.</span></p><p>&#8220;We will take Obama&#8217;s announcement at the UN General Assembly at the end of this month seriously, but we will not accept the Palestinian cause being reduced to this one issue of a settlement freeze in return for Arab normalisation with Israel.</p><p>&#8220;The real issue is that of an Israeli occupation of Palestinian land which must end.</p><p>&#8220;The Palestinians must have the right to self-determination.&#8221;</p><p><strong>Decision imminent</strong></p><p>But Yisrael Katz, the transport minister, told Israel Radio: &#8220;The prime minister will decide in the coming days on the building of hundreds of additional housing units in order to solve existing problems in various settlements.&#8221;</p><p>Israeli officials announced the new construction on Friday but they also hinted they might halt some building in the occupied West Bank to try to appease the Arab world.</p><p>Avishay Braverman, minister of minorities from the Labor party, said: &#8220;Most of the settlers will eventually stay in land that will be absorbed in Israel, but many others will have to be dismantled. id="Span1">Mubarak echoed Obama&#8217;s statement that efforts to kick-start Palestinian-Israeli peace negotiations were advancing, but said that direct negotiations must begin before Arab states can take a more active role in supporting the peace process.</p><p>&#8220;We need to move to the final status solution and level,&#8221; Mubarak told reporters as he sat with Obama in the Oval Office.</p><p>&#8220;I have contacted the Israelis and they said &#8216;perhaps we can talk about a temporary solution&#8217;. But I told them &#8216;no&#8217;; I told them, &#8216;forget about the temporary solution, forget about temporary borders&#8217;,&#8221; he said, in reference to the formation of a future Palestinian state.</p><p>Rosiland Jordan, Al Jazeera&#8217;s correspondent in Washington, said: &#8220;There is going to be a series of baby steps now, to try to get both sides [the Palestinians and Israel] back to the table and negotiate in good faith.</p><p>&#8220;What we did not hear from Mubarak was a firm commitment to persaude other Arab nations back into the sphere of trying to work with the Palestinian community but also to show goodwill towards the Israelis. That would have been a notweworthy development had it come about.&#8221;</p><p><strong>Settlement activity</strong></p><p>Obama&#8217;s statement on Israeli settlement expansion, which Washington has criticised, came after an Israeli newspaper reported that no tenders have been issued for new housing settlement projects since Benjamin Netanyahu became Israel&#8217;s prime minister in March, citing unnamed Israeli officials.</p><p></span></p><table

id="Span1"> Kobi Bleich, a spokesman for Ariel Atias, the Israeli housing minister, refused to confirm or deny the <em>Haaretz</em> report.Peace Now, an Israeli human right group, agreed with the reports in <em>Haaretz, </em>but said that the Israeli government was allowing 1,000 housing units that are already under construction in the occupied West Bank to continue.</p><p>The meeting between Obama and Mubarak came as the US government continues its push towards peace between Israel and its Arab neighbours.</p><p>The US has in the past urged Arab states that do not have normal ties with Israel to make incremental steps to recognise it.The Obama administration has suggested that Arab states could grant permission for Israeli civilian aircraft to fly over their territory, as well as allow Israel to open interest sections in foreign embassies in Arab capitals.</p><p>Saudi Arabia has led opposition to the strategy, saying that Israel must commit to an Arab peace initiative which promises a full normalisation in Arab-Israeli relations in exchange for measures which would see the formation of a viable Palestinian state and the right of Palestinian refugees to return to their ancestral lands.</p><p><strong>Obama praised</strong></p><p>Although Mubarak has now met Obama for the third time in as many months, he was making his first visit to the United States since 2004.</p><p>The visit to Washington marks a further thaw in relations between the US and Egypt after former US President George Bush had criticised Cairo&#8217;s human rights record.</p><p>Mubarak on Tuesday praised Obama&#8217;s keynote speech in Cairo in June, in which the US president pledged &#8220;a new beginning&#8221; in relations between the Islamic world and the US.</p><p>&#8220;He came to give his address, it was a very strong address and it removed all doubts about the United States and the Muslim world,&#8221; Mubarak said after meeting Obama.</p><p>&#8220;The importance of the Cairo visit was very appreciated by the Muslim Islamic world because the Islamic world had thoughts that the US was against Islam &#8230; But his great, fantastic address there has removed all those doubts.&#8221;</p><p>Souce: Aljazeera</p><p>August 18th, 2009</p><p></span></p><p><script type="text/javascript">google_ad_client = "pub-5393671147026354";
